What Is Ads Manager and Why Does It Get Blocked?

Meta’s Ads Manager is the central tool for running advertising campaigns on Facebook and Instagram. A block on Ads Manager — or on the entire Business Portfolio (the new official name for Business Manager) — can freeze a business’s whole marketing operation in seconds. Per the Meta Advertising Standards, enforcement runs "primarily through automated review, and in some cases manual review". The common causes:

  • Advertising Standards violations: advertising products or services in prohibited or restricted categories (drugs, gambling, weapons, alcohol, sensitive products).
  • Payment irregularities: a declined credit card, an unpaid balance, or suspicious payment methods.
  • Suspicious performance: campaigns that draw a very high volume of user complaints.
  • Fraud & Deception: claims not backed by facts, promises that are too big.
  • Circumventing Systems: opening new accounts or assets after a block. This is a violation in its own right that extends enforcement to all linked assets — do not open a new ad account after a block.
  • Rapid changes: changing payment details, changing ownership, or adding many admins at once.

Types of Restrictions on the Business Portfolio

Per Meta’s official guide on advertising restrictions, restrictions are applied at different levels, and each level has a different appeal path:

  • Ad Account restriction: only the specific ad account is blocked, while the Business Portfolio itself remains active.
  • Business Portfolio restriction (formerly BM): the entire portfolio is blocked, including every ad account under it.
  • Facebook Page restriction: the business Page is blocked and can’t advertise.
  • Personal advertising access restriction: the personal profile’s ability to advertise is restricted, which affects every asset it manages.

Severity is also graduated: from a budget cap, through feature blocks, up to full loss of advertising ability. The restriction notice arrives by email and as a Facebook notification. A precise diagnosis of the level and severity is the first step.

The Official Appeal Process — Business Support Home

The official appeal is filed through Business Support Home (the successor to Account Quality). Per Meta’s official guidelines:

  • Open Business Support Home and select the restricted account or asset.
  • Click "Request review" and fill in the form in maximum detail. Only an admin of the asset can file an appeal.
  • Attach relevant documents if you have them — invoices, certificates, or business details. Identity or business verification is sometimes required.
  • Most reviews finish within 48 hours, and the decision arrives by email. Complex cases (especially Circumventing Systems) take longer.
  • The appeal window is only 180 days from the restriction date. After 180 days without an appeal, the block is final and irreversible.

Resolving Debt and Payment Issues

An unpaid balance is one of the most common reasons ad accounts get blocked. To resolve it:

  • Go to payment settings in Business Manager and check for an outstanding balance.
  • Pay the balance immediately with a valid payment method.
  • After paying, submit a manual request to lift the block — it won’t always clear automatically.
  • Add a backup payment method to prevent future blocks.

Preventing Future Blocks

After the account is recovered, take preventive steps:

  • Read the Meta Advertising Standards and update your campaigns accordingly.
  • Set up a backup payment method and refresh credit cards nearing expiry. Payment issues have an official resolution track.
  • Avoid rapid changes to the Business Portfolio — add admins gradually.
  • Check your account status regularly at Business Support Home.
